Generally you put a button on there because you believe your site to be compliant. Unfortunately CMS based sites, like the union, have user generated content which may not be compliant all the time so sometimes you get the odd page that doesn’t conform. This is obviously what you have seen.

I think people do. People as whole don’t but you don’t put the buttons on there to impress your average idiot. You put them on there to impress people who know a little about web developing and those people often do.
